北朝鮮ミサイル発射の安保理決議違反

北朝鮮が弾道ミサイルを発射し、北海道沖のEEZ内に落下した。これに対し岸田総理は非難する声明を発表した。高頻度で繰り返されている北朝鮮のミサイル発射は国連安全保障理事会の決議違反である。

ところで当該の国連安保理決議違反とはどのようなものか。

北朝鮮のミサイル発射に関して最初に決議されたのは2006年7月15日に全会一致で採択されたUNSCR1695である。

Condemns the multiple launches by the DPRK of ballistic missiles on
5 July 2006 local time;
Demands that the DPRK suspend all activities related to its ballistic
missile programme, and in this context re-establish its pre-existing commitments to a moratorium on missile launching;
Requires all Member States, in accordance with their national legal
authorities and legislation and consistent with international law, to exercise
vigilance and prevent missile and missile-related items, materials, goods and
technology being transferred to DPRK’s missile or WMD programmes;

全8項目のうち主要な3項目が上記である。1.北朝鮮の弾道ミサイル発射を非難し、2.弾道ミサイル計画を停止し同計画延期の約束を再確認し、3.ミサイルや大量破壊兵器（WMD）に関する資材や技術が北朝鮮に移転されることを防止することなどが盛り込まれている。

ミサイルに関して公式の安保理決議はこのUNSCR1695が最初で、以降も何度か決議されている。なお、核に関する決議は以前にも採択されている。
